Doorway pages are specially created to fool the search engines algorithm and
draw search engine visitors to a website. Doorway pages are Web pages
designed and built specifically to draw search engine visitors to your
website. They are standalone pages designed only to act as entry or door to
your websites. Usually these pages are theme based. They are also known as
portal pages, jump pages, gateway pages, and entry pages

Doorway pages are considered to be part of black hat and should not be used,
although many of seo companies use these pages for gaining more traffic.

This would have to be programmed the same way as for example those already existing IMDB ratings. Do you see any bots being able to cheat it? No...And there would be a lot of interest to many film makers to do so... It works because it's protected and programmed well.
The same way as lets say CNN polls or Digg ratings....or other voting/rating technologies., where it's very very hard to cheat these types of voting mechanism check quite a lot of variables and effectively preventing such bots from hacking in. It could check unique ip addresses from where the request was made and it could check if bot is acting like a virus and spreading among ip address ranges too. Also it could be made that only registered users and those with some existing history would be able to vote.
Basically, It would filter out malicious schemes as you just mentioned.
Do not forget, that Google has enough technological power to make this work just fine. Rating system like this would also be much more easier to implement and also easy to control its workings. And lastly this would 100% render all cheaters out of the picture and also make internet something it no longer is: Clean and Relevant.

If you would add a rating system, one could program bots to "rate" your website as the best, so it would not help anything.
In order to avoid bots, one would have to add those annoying capgetcha's wher eyou have to enter some kind of combination of letters and digits you see on some jpeg. This will be too much of a hassle for users to do. SO this doesn't seem like an option either.
